i have. (bought and ridden)

they are very nice rides, but he recently increased his prices, so you could go elsewhere and get a custom frame for the same money. also, i think this years frames have 135 mm spacing, which, imho, can be a bit inconvenient if you already have wheels lying around. also, the kelly frame (im assuming you are looking at the knobby x) is more suited to mtb cranks/drivetrain than road. this may or may not be a disadvantage, depending on how you look at it (but you can still use road cranks if you want).

mine was a single speed set up with mtb cranks. lots of nice colors and you dont see many of them in the midwest/east, so you have the cool factor going for you. in my experience chris kelly was a nice guy to deal with, but i have heard the opposite as well.

I have a Kelly BoneStock, which is his steel racing frame. Chris Kelly, the owner, is easy to get ahold of via email. He has responded to all of my emails.

I like my frame. It is very pretty and obviously well made. The only complaint I have is that I think I may prefer the stiffness of an aluminum frame, but that is not the problem of Kelly.

Regarding the Knobby X, I think I read on his website that he changed the BB to make it more accessible.

Finally, I think you can get the frames for around $700 or so on various websites, which is less than the price on Kelly's website.

I forgot one other thing. I *love* the way my bike handles on tight descents. I feel so in control.
