That looks like a Velosolex Saint Tropez. The tubing was Reynolds 531 double butted and some had Dura?? butted tubing for the stays. Even with the steel nervar crank arms it is way ligher than my Raleigh Professional. On person was telling me of a connection to Raleigh but I have never been able to verify.
