I am from California, and will be spending 1 month in Quebec city, from july 27 to august 26. At this moment I am training for an Ironman, so I need to spend a good amount of time on the bike. I may bring my own bike if I dont find someone to rent from (at a decent price). Can you suggest or share with me links to cycling clubs where i can find people to ride with. Thanks

Try velocia.ca. It's a bit like Quebec's version of bikeforums. It's a French site but you can ask your question in English. You'll find helpful people there and surely some riding partners as well.
