Phoney panniers

I recently purchased a used Giant Twist Freedom DX for a good price. My only gripe with it is the panniers, which are more designed to hide the batteries rather than provide carry capacity. the pannier is modified to cover the batteries, but take a third of the bag capacity, centered, so it limits what you can carry. Very poor design. This is an 8 year old model, so my guess is someone faced the same issues and found a solution. the link here critiques the bike and has some good photos, but he doesnt address the dilemma I face: how to modify the panniers and/or rack to improve carry capacity. I cannot even fit a lunch sack in the factory bags.

The review author mentions getting a trailer to carry his kid and thinks he might get a BOB trailer for cargo. That's one option for carrying substantial extra loads. For smaller items I'd think you could just strap a basket (like one of the old milk crates) on top of the existing rack.

you may want to front a front rack. If there aren't good mount points for a conventional one, https://www.amazon.com/Thule-Pack-Pe...e+pack+n+pedal has worked well for me (on a Stromer ST-1).
