tried one out
A friend brought her bike by last night for me to try, it was a powered front hub like this w/ a 20# lead acid battery. One heavy bike, but a lot of fun to ride. I could see how it would make a big difference in a 100# person (or 200# person) toting a 40# kid up a long a hill.
Also, it was silent, which surprised me compared to some really loud whiny bikes a shop, in a town I used to live in, would rent out. Maybe those were gas-powered after all. They always sounded to me like a scaled up version of those Evel Knievel motorcycle toys you could start up w/ a ziptie/ripcord...
Bike set-up was on the dicy side, full-suspension bike, seatpost rack to hold the battery and a childseat. Even w/ all that load on the rear suspension, I was still surprised at how it smoothed out some speedbumps.

Bikes: a mountain bike with a cargo box on the back and aero bars on the front. an old well-worn dahon folding bike

Any bike that makes a "whining" sound is probably an e-bike with a geared motor.
An E-bike with a gear-less motor is almost perfectly silent (there may be electronics noise, kind of like a TV with the "mute" on).
A bicycle with a small gasoline motor will sound like a gas lawnmower.
