building my first electric bike, help please

Hi,
I tried to read up here and elsewhere to make an informed decisions to what kind of motor kit I want. I would appreciate some more help.

I am numbering my questions for easy reference:
but first what i do with my bike:
I ride it half way to university every day and then take the bus, this is because it is way to hilly to go all the way. this causes me to spent a lot of time commuting and gets my bike stolen and vandalized because i lock it in a bad area which is the best location to bike to for me. I want an electric bike so I can go all the way to university and stop my bike from getting mistreated and also allow me a faster commute and a cheaper one. I am paying a bit under 500$ on commute a year so a motor will really save me money if it is the right fit and the right price. so here we go, I am sorry for the long post. thank you for helping I really appreciate it.
I am not a big mavin when it comes to bikes but I know my way around tools so some intricate installations are not going to stop me.
I will not be needing more than 40k's a day and half of them will be down hill so I guess that means I don't need such a great battery.

1. motor type:
from what I read it seems that the non hub variety is the safer bet as far as damage to frame, weight, kick going up hill etc, while the upsides being the easy to install and the easy to lock (stop it from getting stolen). Once you hear what I need I would be happy to hear your thoughts on the subject.

2. also motor type:
I live in A primarily hilly area with very little flat areas, that is another reason I understand to use the non hub variety as it will give me a better push up the big hills.

3. watts:
once you suggest a motor, how many watts. I have heard a lot of different opinions and am kind of lost as to what why ect.

4. chain:
I don't really understand how the motor runs the chain without turning the pedals, will I need to instal special pedals, would they come in the kit.

5. water proof:
can i leave the motor outside in the rain?

6: robbers:
how hard would it be to steal, what can I do to prevent it.

7. where should i buy it:
I live in the middle east and shipping from the states is often a nightmare in fees. can you suggest a website with reasonable prices.

8. charging:
do all motors charge their battery when going down hill?

I'm sure I will have more questions, but I hope this will be enough to allow me to order a motor, I want it to come fast so I have time to install it before my semester starts again.

I made a page the covers many of your questions.. regarding the chain driven setups, read up on " Cyclone " .. it uses a freewheeling crank, so yes, it replaces your pedals and allows the chain to spin without the pedals moving.. also used on tandem bikes..
