on my road bike, I'm getting annoying shadows from my light, & my wide angle sport cam captures the top of one of my hoods. so thinking about using a gizmo like these

Because the extension is effectively lengthening your stem, it will have the effect of increasing the amplitude of any vibrations transmitted to a camera mounted on it, but I don't think this will be a significant effect. My guess is that the most vibration-neutral spot you could mount a camera would be at the bottom of your head tube, but that's probably not realistic. John Allen has also written about this problem. Apparently there are active gyroscopic stabilizers that you could get.
In any case, video-editing software has the ability to remove jiggles from your video so, as they say in the business, "fix it in post."
I haven't used one of these extenders, but I have a hard time imagining you'd be putting such a big load on it that you'd need two clamps, especially if you're attaching your accessories right next to the clamp.

What kind of camera? You can try wrapping some rubber strips to quelch the shaking/vibration.
Not pretty, but might help. Also if you change the angle a bit; you may get the hood out of view.
