Some bicycle horns come with a rubber bulb that you squeeze by hand, they do not consume any electrical supply.

Bicycle horns tend to be quite marginal. The more common direction is to adapt motorcycle or moped horns to make them work on bicycles.

fix your charging system and low consumption won't be necessary. Or do you blow the horn a lot when the motors not running?
