Forcing you to use a phone seems like a support nightmare, I doubt they will ever do that.

It seemingly works OK for Wahoo. The Elemnt, Bolt and Roam all require a iOS or Android app on a smartphone to activate and configure the device, it's done thru the BT connection. Once the devices are up and running, you no longer need to keep it paired to a phone, they will run independently, unless you desire to upload completed rides and download pre-prepared routes. Then you need that phone.

Can the Wahoo units be usefully plugged into a non-smartphone computer?

Depends on your definition of useful. You can see the file system and transfer route and ride files using your computer's native USB file handling methods (i.e Explorer or Finder windows), but there are no PC/Mac helper apps in the Garmin sense, that I'm aware of.

I find it easier to believe that there was temporarily a big affecting setup of a particular device, than that we're being lied to.

The "requiring a smartphone" behavior would be more than "obvious".
What I do know: 1- the devices are not supposed to work that way; 2- if it was real behavior (due to a bug or intent), it's likely that it would have been reported (in the Garmin forums) by somebody.
Garmin doesn't release firmware very often and there's typically a fairly-long period between when firmware is released.
It seems much more likely that either pdlamb's device is very unusual or he was confused about what was going on. (So, what one could believe isn't limited to being "a bug" or "being lied to".)
