How to Download Tracks
I've purchased a Garmin GPSMAP 60Cx and I'd like to know how to download tracks from the internets to it. Do I need to download special software for this?

What website are you looking to download from? There are many different file formats available on the web. I believe the 60Cx will read GPX formats but not the TCX/CRS formats.

There are a number of programs that can transfer tracks to/from Garmin 60/76 units.
GPStrackmaker among others are free,
The trip & waypoint manager that came with it works as well.
It should be able to read GPS Exchange format files (.gpx) and simply select the download icon,
check the tracks box and it should go. You can download and show up to 20 tracks on the unit.
(500 point/track max).
