How do you know when the battery is at 40% charge?

How do you know when the battery is at 40% charge?
I got a magicshine for Christmas, and probably won't be able to use it for another couple of months when the roads clear up here. It came with the battery charged up enough for the green light to come on, and recommends leaving the battery 40% charged while storing it in a cool dry place. How do I know when the battery is 40% charged?

Ummm.....perhaps possibly fully charge it and run it for 1 1/2 hours. That may get it close around 50%.
