Does such a beast exist?
USB charging would be a plus.

lezyne superdrive is gonna be about as close as you can get for a bike light for your specs. a little over $100, 500 lumens, usb charging, self contained, ~120 grams
i love mine and have an extra higher capacity battery that is close to 2 hours runtime on high and i have the original battery as backup/extra runtime

Yep. Lezyne is a good choice. I have an Expilion 700 which was $118 shipped and will do 2:20 on high (~600lm). Boost mode is 700lm and good for 1:30. The Expilion 600 can be found for around $100 with the same spex, just 100lm lower.

I like all my cygolite's... Million I think is the model... Got a Couple 200's and300's but they make brighter models, too.

I have the NiteRider Lumina 650

love it. 4 easy to use settings and crazy bright. Jut over 100 bucks. 3 hours on medium (400 lumens)

Any cheap XM-L based flashlight with extra batteries will do it. I always carry spares, and I've only needed them when I didn't charge up after use.

I've been using the Cygolite Expilion 600 and like it fine, but it's bright mode is overkill most of the time.

The nice sweet spot for a self-contained light, in my opinion, is the Cygolite Metro 420. Plenty of light for most purposes, well less than $100, and the flash mode gets drivers' attention:

I have both the Niterider Lumina 650 and the 500. I like the 650 running at 400 lumens, plenty for my night road rides, good for 3 hours. Medium setting on the 500 is only 250 lumens and not enough for my liking. Both on high are very bright.
