PowerTap not connecting to Garmin 800

The short:
I have a Garmin 800 and it will not pair with a PowerTap SL 2.4 wheel upgraded to be Ant+ compatible.

The long:
I bought a used PowerTap SL 2.4 (upgraded to Ant+) wireless wheel from Ebay. When I got it, I tried finding it with my Garmin 800. I did the usual steps that I do to find any Ant+ device, including waking up the device (by spinning the wheel), but nothing.

I never told my Garmin to stop looking for a power meter, and on a ride, I was able to pick up another power meter.

I took it down to a local shop who I'm friendly with. We opened it up, replaced the batteries. There appeared to be a little bit of corrosion that we cleaned up. Put things back together. Went through the link up steps again. Nothing! While there, a guy came in who had a PowerTap (newer) and my Garmin found it.

I sent it back to the seller and he said it worked with his Garmin 500 and even sent a video. The video had the wheel in truing stand not moving and his Garmin right in front of it. The speed was 0, then he spun the wheel and the speed picked up about three seconds later, then he grabbed the rim, stopping it, and another three seconds later the speed showed 0 again.

He sent the wheel back and I thought that it would sync right up with my Garmin, but no, it still won't recognize it.

I am not sure what to do here. Does anyone have any ideas? Is there a sane reason why it would work with his, but not mine? I can't believe that he is faking it, but I really don't know what to do. I might see if I can find a friend with a different Garmin and try to get it to sync up or even a Joule.

Any suggestions are appreciated.

This is a strange one. Do you have anyone else who has a Garmin who could try to pair with your wheel?
