You could look at something like a LED Lenser HP7 and a bike mount. Probably a little over your $50 budget but hopefully not too much.

I picked up an HP7 at Lowes / Home Depot (I forget which) for a whisker under $50 including batteries a couple of years back. The bike mount should be pretty cheap, maybe $10-15 or so.

The HP7 is pretty simple - it's got a high power mode and a low power mode and you can adjust it from a spotlight to a wider beam. I mostly use mine for hiking, mainly because I don't really need that much light on my bike at present.

FWIW: I considered getting a mega bright light like the Exposure above, but instead run dual Expilion 700s when needed. Lots of options: 1400 lumens both on high, separably aimable, run one high and the other flashing and swap for double run time and high conspicuity, one on bars one on helmet, etc... Redundancy too.
