XS Fatbike options
Looking for a 14" fatbike with 26" or 24" wheels 4" or 5" width.
Prefer Steel frames followed by aluminum and skip carbon for price limitations.
My first choice was a Surly ICT but they discontinued the XS size.
I was looking for options outside the Surly line.

You are going to box yourself in with a steel frame and 24" wheels. I don't even think something like that exists.

So is the 24" wheels
Hell, it can be made of bamboo if the frame fits

I just went through a search for an XS fatbike myself. There aren't a whole lot of them.
I got a Motobecane Boris LTD from BikesDirect -- mine just arrived a week ago but I just now checked and they no longer have the XS/13" available. When I ordered it, it was the only XS fatbike I could find available anywhere.
One that are not currently available but will probably come back next fall (other than the ones prj71 mentioned) are the Specialized Fatboy 24" and Surly Wednesday. Also depending on your height/proportions there are probably some that you'd be able to ride even though they are categorized as a S or 15-16". Specialized Hellga for example. Others that used to available in XS that I think have been permanently discontinued (but may show up used) are Norco Bigfoot 4.3 (24" wheels) and the Charge Cooker 24".

Small frame.....
Framed minnesota shows the woman's 15" size in stock. Exactly what I recently bought my wife. Nice bike for the money no regrets.

My wife purchased an XS Salsa Beargrease a few months ago. At 5'1", she has a bit of a standover height issue with the top tube but, other than that, she loves how it rides and fits! If I'm not mistaken, I think Salsa makes an XS in an aluminum-framed Mukluk as well. I tend to feel that the fat bike industry in general is missing the mark with shorter riders, though, for we found it nearly impossible to find a bike that was a perfect fit for her. Unfortunately, there isn't much new stuff available out there these days.
