603A Wheels

I've only heard them being referenced ... as being right in the middle between the 650B (603 - 584 = 19) and the 700C (622 - 603 = 19)?

What is the 603A wheel supposed to be designed for?

Would this fit on the Saluki frame, which is built by Rivendell around the 650B wheel?

I don't know but I'm still a little gun shy about 650b wheels because tires aren't yet common place. (I define common place as purchasable from Nashbar.) No way would I consider wheels that are more obscure than that.
