interesting. we had a couple incidents with the homeless in Boston this fall and one incident in particular that involved me. I filed a police report and I was encouraged to call the community outreach officer. I didn't, but now I know more about what they do. the incident was minor and kind of old now, so I won't call now. thanks for sharing though!
