Can this bike in Medium work for someone 5 foot 5 ?

Hi Folks

If anyone has the time and wisdom could you cast an eye over the geom of this bike

I have seen it on a local equivalent of craigslist for a bargain price , The only issue is that it is a size "Medium"

The person I'm hoping to buy it for as a gift is 5'5 and according to the size chart on that page is clearly a candidate for the "small"

However on looking at the geom chart I see that the Medium is only marginally longer in Reach by 1 mm and has a stem 10 mm longer than the stock stem on the small .

Could I possibly make the bike fit with a shorter stem and the saddle forward in the rails or on a no setback seatpost ?

The seat tube height and standover height of the medium will be fine .

Or is this wishful thinking ?

Opinions appreciated

Some of the choice for size is going to be personal preference. I am 5'6" If I were considering the bikes, I would not get the medium because the 160mm headtube is extremely long/ tall, and I hate really tall headtubes/ upright position, not to say that plenty of other people would be perfectly happy. Even the 130 heat tube on the small is long too, I never ride with a frame with more than a 110 headtube
