Top tube length matters, but so does where the measuring starts. The seat tube/effective top tube intersection. This varies with seat tube angle. (1 degree roughly = 1 cm for a medium frame.) The measurements I suggested above don't lie and aren't subject to interpretation.

Those distances do matter, but they only affect the relationship between feet and hands. The setback also matters quite a lot, since it relates the saddle and sitbone locations to the head tube and hand locations. The saddle height relates saddle setback to seat tube angle and BB location. On your chart (from Lynskey?) setback can be calculated as the difference between the effective TT length and the horizontal distance from the plumb line to the BB axis to the top of the headtube axis. There is a small error.
