Handlebar drop variances between bikes I ride

I have two road bikes. The saddle height and reach to the handlebars are identical (same saddles too). The setback is slightly different. However, the drop to the handlebars is quite different (I'm thinking 2cm though I haven't measured). Is there a way to compensate on the bike with more drop...maybe move the saddle forward? I can't raise the bars unless I buy a new fork, and I'm not ready to do that yet. Any other tips?

Note - I'm seeing a physio re: neck/shoulders. Feeling much better now, but still store at the end of most rides (change is that it goes away faster thanks to physio work). Also doing another bike fit...but not sure how in depth it will be with respect to multiple bikes, etc. Just looking for some tips so that I can evaluate which ones to try.

Thanks.

You don't need to buy a new fork to raise the handlebars. If you have an old school quill stem, you can buy a stem that raises your bar to the desired height. Nitto makes some good ones that will do this. Or you can buy a gizmo that allows you to run a threadless stem. If you have a threadless stem, you might be able to address the issue with a stem with more rise. Also some bars have a bit of an upturn to them and this can help out (randonneur bars are a classic example).

It's a current, threadless model. I forgot about a stem with more rise, I will give this a shot - thanks.

If there are any spacers above the stem, you can move them below. This will help a bit as well.
