That link is from Taobao, the largest online shopping platform in the world. (yes ... it beats Amazon and Ebay by a country mile ..maybe more).
I natively read chinese so I don't use google translate. Had to search pretty hard to find what you mentioned.
That is their warning/disclosure to use their Alipay verified payment platform to prevent fraudsters who often encourage buyers to circumvent the payment system and buyers get no protection when things go wrong. Somewhat like how ebay insists you use Paypal to ensure protection.
If look up ebay, they have a similar page on how to detect fraud and prevent it. Just that its not directly linked in every listing.

The big weight savings on my bike compared to yours would be the wheels, seatpost, handlebars, pedals, crankset and seat.

Hehe... I keeping adding weight and accessories to my M6R to increase its touring comfort, speed, and versatility. I'm up ~34lbs (no impact on folded size) with everything on/in it, which makes it my heaviest folder (bicycle for that matter). Still, it's compact locking fold and baby stroller mode make it, by far, my easiest bike to carry/move around while folded. When touring, I carry it ~1/2 mile/day (stealth camping), wheeled many miles through museums and pedestrian parks/malls, and once hike it up a 30-story staircase. FWIW, I can't carry it far at all suitcase style (down by your legs), but up high on top of my shoulder(s), a 1/4 mile is perfectly doable. No problem taking it up to my 3rd floor attic, stairs and narrow hallways, and with a free hand to open/close doors.

My FSIR Spin 5.0 comes in at under 20 pounds sans pedals. With lighter tires, grips, cogset, and pedals, and removing the magnets that hold the wheels together when folded it can easily go under the 20lbs mark. Trick it out with carbon and titanium, you can go under 19lbs.

Well I have the original sub 10kg folding bike, the Bickerton. It's 9.1kg I believe. I paid £13 for it so less than a £ per pound of weight when you think about it. Neither the image or video is my actual bike but pretty much the same. I'm not currently riding it but hope to when I've lost more weight some day. It's more a engineering curiosity for me. I've only seen one ridden in real life a few years ago and remember at the time it was plastered with travel stickers all over it I guess making the point she had taken it to many different countries and ridden it. I also have a Bickerton Californian the rebranded early Dahon bike and that is a solid lump of a bike that seems like its approaching 14kg in comparison. 9kg is a comfortable weight for me to hold with one hand and move about easily but 14kg becomes too heavy for one hand for sure and is a 2 handed lift etc. Generally though I'm not a weight obsessed cyclist and find stronger more durable bikes more appealing. When it comes to bikes I have 2 preferences for frame material steel and titanium normally. Not that I have a titanium bike but that to me is the premium material without compromise that also is low weight. It doesn't suffer from fatigue like aluminium and is springy and more robust unlike carbon plus of course it doesn't corrode like steel but sadly very expensive. Maybe in the future I'll buy myself a titanium 20" folding bike frame and forks from china $300-500 plus import duties and find a decent s/hand donor bike to swop frames with and see if I can do myself a sub £500 titanium folding bike.
