You posted in the sub-forum for folding bikes.
Folding bikes may have other stem/bar design solutions than regular bikes.
In which case a "regular" fix won't work.

Otherwise, in the MTB range there are riser bars.

In the road bike range there are Mustache, North Road bars.

And a bunch of others whose specific names I can't remember.

Shorter stem... I like Figure 8 bend trekking bars. they come back behind where they clamp into the stem..

I have them on my Bike Friday , Which is A Folding Bike , for CycleTouring.

I just installed Nitto All-rounders on my bike friday. Like North Roads with just a bit less sweep and narrower. I love them. Perfect for my "t-rex" arms, lol.

If you could find a Brompton seatpost forward extender that might solve your problem..These things fit on an old fashion seatpost and you can move your saddle forwards or back about 3 inches..SJScycles in the UK may stock them...or Ebay..

Tall BMX bars could work but might require a BMX stem since they are usually a smaller diameter mount.
If the bike is for light duty you can also get a stem riser.
There are many styles so search the net.
If you are doing hard MTB or really powerful sprinting I would not try this solution because it might break your steerer with the extra leverage.
I put one on my fatbike but it's not ridden hard and I have a steel steerer.

An arc handlebar won't help with height but does help with shortening the horizontal reach a bit. My reach to the Dahon D7 handlebar wasn't bad but after awhile, I would feel a bit stretched out. I just needed something to shorten the reach by an inch or two. I do like to sit upright and do not like my arms to be straight to the handlebar. The arc handlebar has a gentle curve. The Soma handlebar is nice but I found the Dimension brand for much cheaper. Problem solved for $20.

Thanks all for the suggestions, I think I like the design of the Velo Orange Tourist bar so far.

+1. Me too, on my Bike Friday Pocket Llama, and on my carbon adventure bike, as well. It is a more comfortable, upright riding position.
