Which one gets tightened FIRST?

1. The inner big one first, eliminating any play...
2. The small outer one to keep the brass washer - and the big one - in place.

Is this the correct order?

Correct. You picture it on a regular bike as tightening your headset, then tightening the stem. That big black handlepost assembly is the stem.

Make sure not to over tighten the inner big one to avoid crushing the headset bearings.

:( I think I'd already made that mistake in the past! But now that I've realized the error of what I had done, I checked the bearings and they're still in good shape - no harshness or noise. Thanks everyone!
