Dahon Mariner D8 Rear Wheel Untrue Even With Even Spoke Tension

I'm getting a lot of spoke snapping issue on my Dahon Mariner D8 2018. Went to LBS few times, but eventually decided to get a Park Tool tension meter to replace broken spokes myself.
I went over each side of the rim yesterday and evened out drive side spokes to around 105kg tension and non drive side to around 55kg tension.
Each side is now withing 10% variance limit and a wheel became super wobbly and untrue. I'm really confused, what might cause it, since all tension is even and how can I make it true while keeping even tension in that case?

Sounds like the rim is bent. It takes uneven tension to make a bent rim run true.

Does it make sense to try straighten that with loose spokes, maybe at LBS or spoke tension is enough just for the sake of keeping it true?

It's a judgment call. If adjusting spokes within 10-20% of the average tension on each side is all it takes to true the wheel, that would satisfy me. Any more than about 20% and I would look at replacing the rim (or slackening all the spokes and manually straightening the rim on the floor using wood blocks. )

Worked on some truing within 20% and got more or less true wheel at these parameters. This wheel definitely has issues I think, but so far it seems to be working and I have a whole pack of new spokes to spare. Thanks for suggestion though, I was really confused by these readings!
