Hey, jumpingmoy! Might try asking on the 'Folding Bikes' sub-forum for actual experience with this.

its possible but the clearence is tight. So you will need:
  1. make a new wheelset for 16"
  2. buy new tyres, in my dove the maximum widt where kenda ksmart 16x32 with 75psi
  3. set up a solution for brakes, witch can be vbrake extenders or use of caliper brakes.
i just did it because bolth wheels where prone to spoke brekeage due to very low spoke count.
So i made 2 28 spokes 16" doublewalled rims, rock solid.
