I spent 6 weeks on Palawan in 2016 and put well over 500 miles on my bike there. I did not see one folding bike. There were a couple of regular Saturday Morning mountain bike group rides out of Puerto Princessa. The folding basket looks a lot like the folding rear basket available here in the US that comes with clips to mount to your rear rack. Probably would not be hard to make some mounts for the front of your bike.
