Looks like a Moulton without the ability to break apart for easy transporting. The Moulton's are made about 40 miles away from my home but pricing even more exclusive than Brompton. I wonder if it flexes to give a suspension effect.

I'm not convinced that bike above folds, so it would fit under Mini-Velo. Do you have a link to the original E-Bay ad?
It does seem to have some writing on the chainstay, but I have troubles making it out. "MEAVON"? The top tube also appears to have "VCS". And, there is also something on the seat stay that one can't make out, as well as a bunch of writing on the seat stay (hub/drive details?)
I'd talk to the seller. He should be able to confirm whether it folds, as well as confirming the brand and photos of all the decals.

Nexus IGH rear hub with a roller brake... that's how I have set up my old Dahon Mu XL for use as a "winter" bike.
