Will a 20 x 2.00 Tyre fit on a standard Raleigh Twenty steel rim?.I think it will clear the frame(just).

Depends on tire. I run Schwalbe Marathons on mine in the 1.75 and had to fiddle a bit to keep them clear of the frame. I seriously doubt I would have gotten a Marathon in the 2.0 to fit.
