Dahon makes an aluminum front rack.

I'm not sure if it fits a R20, but I have a brand new one (dahon front rack) that I'm probably going to sell.

It would have to bolt on to the brake bolt at the top and and the front axel at the bottom. The fender stays on the R20 mount to the axel rather than fittings on the fork.

Then the Dahon rack doesn't fit the bill (although you could use p-clamps).

How about a custom CETMA?

No, but I clip a nice bag of my choice when needed on my own Raleigh Twenty's handlebars. I think it is more useful & prettier.
