First Cambodian country roads suitable folder in Taiwan?

Just saw what looks like a folding mountain bike parked outside a ritzy cafe. Not a piece of garbage, not one of the never seen (outside of suburbs and weekend trails) premium bikes. Not sure if the back part folds under but wheels are serious size (20"), wide tires and us a practical look to it. It looks below the radar quality, not la-dee- Dah like top-end Flamingo and Brompton. One concern I have is that if I hit a pothole on a 16"er I will injure myself or damage the bicycle. I don 'to live where there are roads like Singapore.
