Raleigh Twenty hubs

I just bought a Raleigh Twenty and I'm trying to get it in working order. It looks like it has the original Raleigh front hub, but there are no lock nuts to protect the cones. When I tighten the lugs, the wheel doesn't spin freely. Did the original hubs have lock nuts? If so, where can I get some replacements?

Surprised this didnt get answered yet...maybe more of a C&V question, anyways they did not have locknuts on orig front hubs...make sure the the cone w/ flats for a wrench is on the left hand side. Some older raleighs are like this also, not just twentys
