It wouldn't occur to me that a blue light on the front of a bike was some sort of police memorial. My first thought would be it's someone trying to pretend to be a bicycle mounted police officer, or trying to fool drivers enough to give them more room in traffic.

The usual outward display is a black armband. Anything more complicated becomes abstruse -- opaque and meaningless to outsiders.
