Manufacturers list those specs. I don't pay any attention to that because my photo/video workstation PC takes too long to revive from sleep or hibernate modes. I set it only to power down the hard drive after two hours of inactivity and put the monitor into sleep mode after 15-30 minutes.

From Windows 95 through Windows 10 I've never found any serious power saving sleep or hibernate mode that didn't take up to 15 minutes before the PC was fully functional and ready to do some work. That's okay for my casual web browsing laptop but unacceptable for my workstations. Sometimes I only have 5-15 minutes to prep and print or send a photo, so I can't waste time waiting for the PC to warm up.
