As I understand it, this is true until the tank is drained. Electrical pumps keep them filled, using an upper limit shutoff switch and a lower limit start switch. This maintains a relatively even/constant pressure to customers.

There are two at the Veterans Administration hospital in Long Beach, California. One is used for the facility's cooling system, the other for water pressure maintenance. The hospital is right next to (and uphill from) Cal State Long Beach university, the reason for the "Go Beach" logo on the side of the on with the scaffolding in the picture:

I can see that point, and I have nothing against old threads but I'd like a little help being able to spot that going in with the start date beside the OP's name. It just helps ID that the thread may be older. It's funny to see questions asked of, or replies to someone who hasn't been around in 5-10 years.

I'm hoping the water tower in PJ was for train use only, sure wouldn't want to drink water from it after 3 women bathed in it, I don't care how attractive they were.

It was still in use until a couple of years ago, but only as an emergency storage. It got damaged in the war and it turned out to be impossible to repair both tanks. Now there are plans to build 12 appartements and a restaurant in it, but it's not finished yet. About a km away there is this one:

This one is much more loved, I don't believe it's prettier but maybe it's because it's presence is surprising. You can't really see it from the streets unless you're in one of the few right spots to have the angle. It has been a cultural centre/party centre for years, with offices in the pump building. I've never been there.
I've always liked art deco watertowers most. They are not as close but there are quite few around. Like this one:
