Ebay frustrations with international bidders

I don't like the hassle of international shipping so I always state in my auctions that I'll only ship within the United States. I also select the option that's suppose to block bidders in areas that I don't ship to. Regardless, international bidders still win my auctions and cause a significant inconvenience. Ebay charges me a percentage of the "sale" until a dispute can be resolved.

I'm considering putting a statement at the end of all of auctions stating, "If you purchase this item and cannot provide a US shipping address, I will not refund your money. Instead, I will hold your item indefinitely until such time that you do provide me with a US shipping address." I have a feeling that ebay/paypal will not back me up on that and that the buyer will just be able to file their own dispute and get a refund. It's frustrating because it seems the international bidders can hose my auctions and I have no real recourse to stop it.

Has anyone else dealt with this?

yes.
you can charge inconvenience fees, if the buyer is not abiding by the terms, as far as I'm aware.
Basically a partial refund.

There is a setting where you can make it that only people in the Country or Countries you wish to ship to can bid. I only ship to the US.
