I think option 1 is unlikely because she volunteered the number in the first place without you asking for it. If she gave you a fake number unsolicited, that's really a dbag move on her part.

Option 2 is unlikely, but possible. There are so many variations that could have occurred (dropped phone in toilet, got in car accident, switched cell plans, lost phone, she wrote her number down sloppy and you read it incorrectly, etc.)

Option 3 is, unfortunately, plausible. She might just be the manipulative type that goes for all that junk about how many days to wait to reply to things to not look desperate, depending on stupid conventions instead of just letting her actual feelings and brain dictate when to do things.
Option 4: She is a BF's member and is enjoying watching you suffer publicly before finally getting back to you
