Fabricating Private Messages
Something needs to be done about people making public accusations that you sent them PMs when you didn't.
In these cases Admins need to step in and verify the truthfulness (checking PM boxes if neccesssary) of these claims.

This deals with the question of privacy of the PM box of the "accused" rather than being done on whim...
