You don't have enough posts to send PMs. You need 50 before you can do that.

If you need to contact another forum member, you can leave a visitor message on their profile page. That doesn't require 50 posts.

Greet X number of new members in Introductions forum, build community and post count at the same time. Foo and the other lounge forums don't count toward point count, by the way, so Foo won't help you out.
