New Frame from The Netherlands

We just returned from a 7 week tour in northern Europe. Our end point was Amsterdam and we made a trip to Rotterdam to buy a women's step through touring frame and fork. It is a lugged frame that is unpainted.
My question is before I paint it, epoxy primer and base/clearcoat because of the 2 colors I want, do I need to re-sandblast of would a sanding be OK? What grit?

Unpainted? Was it previously cleaned and prepped?

It appears it was sandblasted only.

based on my limited experience (2 frames, one rattle can, one automotive paint using preval sprayer)

seriously consider getting it powder coated if you can find, doing these right at home will cost more than you think

auto paint or rattle can? Auto paint is hugely more durable.

In either case you should have good mask....3M Medium Paint Project Respirator-6211PA1-A - The Home Depot

sand, and degrease frame

one coat of acid etch primer

one coat of sandable primer

sand

another coat of sandable primer if needed (if sanding went down to acid etch primer

sand

2 - 3 coats of color (watch recoat times and recoat within the recoat time frame)

2-3 coats of clear (watch recoat times and recoat within the recoat time frame)

I re-finished 2 frames this past winter. Sandblasted, spayed catalyzed epoxy primer, base and clear coat. Did the lugs in a different color and did lug lining. They came out very good. Yeh, I considered PC but the lug detail is lost.

With a good "painter", PC can be applied with varying thicknesses depending on application/aesthetics. A thinner coat will retain lug detail. Most PC places lay it on thick as it takes a lot of skill to lay an thin, even, full coverage coat. Hence why PC has that "chunky" reputation.

Your Hand's oils are not good for paints over them, and worse for powder coat .
