My suggestion on the chain suck: first concentrate on getting a paint match you’re satisfied with.
Once you get that, you can remove the paint from the affected area, sand, fill as necessary, prime and paint.
I had to re-spray one of the fork blades on my Bianchi, due to a nasty scrape in the paint. Can’t tell one from the other now. Took some time though to get a good paint match.

@satbuilder - good idea. I am working with a fully chrome frame. There is some deformation on the bottom side which may be addressed.
also noticed the eyelet's on the fork were drewed

I would have crammed some styrofoam through the top tube hole until it "sealed". Then trim it and fill with epoxy. If you feel bad about the styrofoam in there, melt it out with acetone when done.
You could also get the tube nice and level, squirt some runny slow set epoxy in the hole, tape over it and then turn the hole down so the epoxy flows into the tape.

Someone already mentioned foam. Their post was also too late. I generally don't allow bad advice threads in this forum, but somehow this one didn't bother me too much even though it's a bad advice thread. I probably will close it eventually.
