This is a Robin Mather frame.

does anyone have an idea what the protruding thing behind the headtube might be??

Was it made by the Robin Mather that's still making frames? Maybe ask.

appears he has done some very creative stuff lie a variable geometry frame

Did you ask about this bike elsewhere? Apparently it's for a Hopey steering damper

I didn't know it was the same Robin Mather. That adjustable geometry bike is really cool, but I feel like the extra weight is going to mask the effect of different geometry.
