If C&V doesn't know, you're out of luck. That lumpy wraparound seat stay treatment reminds me of Falcon, but the parts seem to suggest otherwise.
I never understood why Falcon built with wraparound stays. This would be one of their better frames, if they had built it. Side tack hides poor workmanship a lot better.

I've got a pair of Falcons, they taper at the top and are nowhere near as tidy.

True it's not a Falcon. But there is something about that style that seems to lead builders to be careless while filing.

I think I have seen one of those seatstay caps that was never used. Can't really remember any details about where that might have been though.
