Moving rear break mount.

I have a steel Schwinn PDG Series, I've upgraded the fork to a 700c Carbon fiber fork, and I have built a set of 700c wheels, but the problem is the geometry of the rear triangle has plenty of room near the bottom bracket, yet almost no room near the stay bridge. My question is how much work would it be for a frame builder to cut out the stay and move it up about a 1/2 an inch? Also by doing so how much risk is involved in the process? Is this a recommended practice?
