Are there and if yes, who are the frame builders in the Los Angeles area?

The only one I'm aware of is the following in San Dimas.

Excellent frame builder out in Yucca Valley near Palm Springs if you can get ahold of him. First class equipment and well trained but only works sporadically. nick@gypsycycles.com

Eric Zimmerman is an L.A. based builder. not sure how to get in touch with him though...

Russ Denny. Look closely at the SoCal peloton, and you'll see many Russ Denny frames (not always labeled as such), especially under the fastest riders.

I met the Townsend guy up in Pasadena while I was tabling for one of the bike co-ops he was a nice guy.
