It can be done. I did that to an old Univega Range Rover and it came out pretty good if I may say so. The only change was to shift the rear brace that fits between the two tubes that run down from the top of the seatpost to the rear dropouts so that I could use caliper brakes on a 700c wheelset. Of course, if you use 26" rims, no change would be needed.
