Repairing cracked titanium frame

I was just at my dad's today and he was showing me his Teledyne Titan from the early to mid-70's. It has what appears to be the notorious crack/break where the seat post goes into the seat tube. I tried searching the forums but it keeps timing out on me tonight. Does anyone know of someone who can repair this section of the frame via welding or some other method? I don't have a lot of experience with titanium so I'm not sure what the options are.

Thanks.
