A Wrinkle in Tube

I have 2 frames and both have wrinkles in them. Both are lugged framed bikes. I am pretty well sure they are junk, but by God, I don't want them to be. They must have some redeeming value!

Anybody know somebody in the Portland Metro Area who can fix these f-ers?
