glued frames (again)

Having read the bamboo bikes thread, I was wondering whether the technique of joining tubes using carbon lugs formed around the tubing might be applicable to steel. If so, what form of carbon would be best? I've found a supplier selling 50 mm tape, in fairly long lengths. Would that do, or would I be better off going for carbon string? Also, how much do I use? I looked on a couple of the instructables, and they used several kilometres of string! Do I need all that?
