I hope I'm posting this in the right place, Its my first venture out of mechanics.
Anyway, im in the middle of fixing up a steel road bike and i noticed a weird pointy thing on the back of the headtube, i was just wondering what it was, the bikes a '1995 Giant Team'
Any help would be appreciated.

That is a pump peg. you put the handle end of the pump (which typically has a little hole and is curved to match the tube) there and the pump head end normally has a set up to snug int the corner of the other end of the frame.

OP; Was the frame repainted??
BTW; to add to the actual thread you started... If you are wanting to now put a pump on that pointy outie thing, note that the pump length has to be correct to fit the frame's toptube although that seems obvious afterwards. Get one that fits tight or it is likely the pump will pop off on a hard bump.
A about two years back I had fun helping a friend rebuild his CF racer boy toy after his pump bounced out and went into his fancy CF low spoke count rear wheel shearing some spokes, etc. It was an ugly expensive repair and required a fair number of bandages for his road rash.
To be fair, his story about it "bouncing loose" may be suspect as sometime later I observed same individual pulling out his pump to swack at a dog who was hot on his heels. If one visualizes it, the follow through for a pump being used in such as manner puts the pump head pointing right into the rear wheel....hum?
