Does moving the rear axle in the cutouts change the chain stay length

I have a single-speed with adjustable tabs for moving the rear axle fore & aft for chain adjustment purposes. By adding a chain link or two and moving the rear axle an extra inch aft, do I effectively change the chain-stay length? What effect, if any, does this have on handling? Thanks.

Yes.

What effect, if any, does this have on handling? Thanks.
None, essentially. It just allows you to take up slack to accommodate changes in gearing.
